I just hopped on the server and I no longer have the permission to use /spawn or to build anything anywhere. When i try to build I receive a message saying "You could not build!"

Thank you for letting me know.  I have been working on permissions and such overnight and into this morning and think I finally have everything fixed and the way I want it.   This is part of getting the new commands you guys wanted :P

However, I am not above mistakes, so if you have any other issues, please do let me know!
